CHS is the area’s largest social service provider. Comprising nine 501(c)(3) operating entities, CHS has an annual operating budget of $168 million and employs approximately 1,800 full time and part time employees spread across 100+ locations within the five counties of the Archdiocese of Philadelphia. The goal of the services and resources we provide is to impact our community for the better. We provide help to those in need in the following areas: housing and homelessness, food insecurity and hunger, services for at-risk youth, senior citizens, individuals with intellectual disabilities, families, single parents, immigrants and refugees.

Position Summary: The CFO/COO will be a strategic partner to the Secretary for Catholic Human Services and the Board of Directors, responsible for overseeing all financial and operational aspects of the organization. This dual role requires a blend of financial acumen, operational expertise and strategic leadership to drive organizational effectiveness, financial health and sustainable growth.

Key Responsibilities

Financial Leadership:

  •  Supervise three (3) Divisional Controllers.
  • Supervise Manager of Human Capital, Manager of Purchasing and Compliance and System Engineer.
  • Ensure that computerized financial management systems, chart of accounts and internal control systems are properly designed and maintained; and provide meaningful and timely information.
  • Develop and implement financial strategies to support the organization’s goals and objectives.
  • Oversee all financial operations including budgeting, forecasting, cash flow management and financial reporting.
  • Ensure compliance with all financial regulations and standards, including multiple Governmental regulations, GAAP and donor restrictions.
  • Prepare and present regular financial reports to the Board of Directors, Finance Committee and stakeholders.
  • Lead the annual audit process, interfacing with external auditors and the Finance Committee.
  • Ensure compliance with financial policies and procedures and drive regular review to maintain current professional standards and conduct.
  • Manage the purchasing function of the Secretariat.
  • Ensure compliance with required Minority and Women’s Business reporting to multiple governmental entities.
  • Represent the Secretariat as a member of the Archdiocesan Lay Employee Retirement Plan Committee, 403(b) Committee, Benefits Committee, Investment Committee, CFO’s Committee and Finance Council.

Operational Leadership:

  • Develop and implement operational policies and procedures to enhance efficiency and effectiveness.
  • Oversee day-to-day operations, ensuring alignment with the organization’s mission and strategic goals.
  • Manage human resources, including recruitment, performance management and employee development.
  • Oversight of key administrative functions to support organizational operations.
  • Implement and monitor key performance indicators (KPIs) to assess organizational performance.
  • Lead strategic planning initiatives and ensure alignment with financial and operational capabilities.
  • Oversee and support Villa St. Joseph and Regina Coeli, the retirement residences for Archdiocesan priests.

Strategic Leadership:

  • Serve as a key advisor to the Secretary for Catholic Human Services and Board of Directors on financial and operational matters.
  • Participate in the development and execution of the organization’s strategic plan.
  • Foster a culture of accountability, transparency and continuous improvement.
  • Build and maintain relationships with key stakeholders, including donors, partners and community leaders.
  • Represent the organization at meetings, conferences and public events as needed.

Qualifications:

  • Bachelor’s degree in Finance, Accounting, Business Administration or a related field; MBA or CPA preferred.
  • Minimum of 10 years of progressive experience in financial and operational management, preferably in a non-profit environment.
  • Proven track record of successful financial leadership and operational management.
  • Strong knowledge of non-profit financial management, including fund accounting and donor compliance.
  • Excellent strategic planning, organizational, and leadership skills.
  • Exceptional communication and interpersonal skills, with the ability to engage and inspire others.
  • Proficiency in financial management software and Microsoft Office Suite.
